46th ASEAN Summit: Road Closures and Alternative Routes in Kuala Lumpur (May 23–28, 2025)

Kuala Lumpur is set to host the 46th ASEAN Summit from May 23 to 28, 2025, a major diplomatic event that will see leaders from the Association of Southeast Asian Nations (ASEAN) gather in the city. To ensure the safety and smooth operation of this international summit, the Royal Malaysia Police and local authorities have announced extensive road closures and traffic diversions across Kuala Lumpur and the greater Klang Valley during this period.

ASEAN Summit 2025 Road Closures: List of Highways & Roads Affected in KL

Between May 23 and 28, 2025, multiple highways and major roads will undergo temporary closure or partial access restrictions from 8:00 AM to 8:00 PM daily. These measures are implemented primarily to facilitate the movement of VVIP convoys and secure venues, such as the Kuala Lumpur Convention Centre (KLCC), where official summit activities will take place.

• North-South Highway (NSE): Stretch from Sungai Buloh to Kuala Lumpur city center
• Maju Highway (MEX): Key route connecting Kuala Lumpur to Putrajaya and KLIA

• ELITE Highway: Between Kuala Lumpur International Airport (KLIA) and Putrajaya
• Guthrie Highway

Full Schedule of Road Closures and Alternative Routes for the 46th ASEAN Summit in Kuala Lumpur (May 21–28, 2025)

21–22 May 2025 : Dry Run

Authorities will conduct a dry run to simulate traffic and security operations ahead of the summit. Temporary road closures and diversions will be implemented from 8:00 AM to 8:00 PM on these two days to test logistics and ensure preparedness.

23–26 May 2025 : Arrival of Foreign Delegates

Road closures will be in effect daily from 8:00 AM to 8:00 PM. The affected routes include several major highways and city roads across Klang Valley:

• Highways: North-South Highway (Sungai Buloh to City Centre), Maju Highway (MEX), KL-Seremban Highway, ELITE Highway (connecting KLIA to Putrajaya), Guthrie Highway, and New Klang Valley Highway (NKVE) from Subang to Jalan Duta.
• City Roads: Lebuh KLIA, Lingkaran Putrajaya, Jalan Istana, Jalan Damansara, Jalan Tun Abdul Razak, Jalan Ampang, Jalan Sultan Ismail, Jalan Bukit Bintang, Jalan Imbi, Jalan Parlimen, and Jalan Kuching.

26 May 2025 : Delegates’ Movement to Kuala Lumpur Convention Centre (KLCC)

From 8:00 AM onwards, key junctions near the KLCC will be closed to facilitate delegates’ arrival and movement. The affected junctions include:

• Jalan Ampang / Jalan P. Ramlee
• Jalan Sultan Ismail / Jalan P. Ramlee
• Jalan Perak / Jalan P. Ramlee
• Jalan Perak / Jalan Pinang
• Jalan Stonor / Jalan Kia Peng
• Jalan Stonor / Persiaran KLCC

27 May 2025 : Delegates’ Movement to Istana Negara and Return to KLCC

Closures will be enforced from 8:00 AM to 3:00 PM to accommodate delegates’ movements between hotels, KLCC, and Istana Negara. The schedule is as follows:

• 8:00 AM – 10:30 AM: Transfer from hotels to KLCC
• 11:45 AM – 1:00 PM: Travel from KLCC to Istana Negara
• 1:45 PM – 3:00 PM: Return from Istana Negara to KLCC

The same junctions as on May 26 will remain closed during these periods.

28 May 2025 : Departure of Delegates

From 8:00 AM onwards, road closures similar to those from May 23–26 will be implemented to facilitate the safe and smooth departure of summit participants.

Additional Important Information

• Public Transport: Authorities strongly recommend using public transportation options such as RapidKL LRT and MRT lines, Kuala Lumpur Monorail, and KLIA Express to avoid delays and roadblocks.
• Towing: Vehicles parked in restricted or closed areas during enforcement hours will be towed.

Recommended Alternative Routes and Transportation Options

To help commuters avoid traffic snarls and plan their journeys efficiently during the ASEAN Summit 2025, authorities advise using the following alternative routes:

• Jalan Duta and Jalan Kuching: Accessible routes to the city center unaffected by closures
• Jalan Cheras: Suitable for southern and eastern corridor access
• Jalan Segambut: Ideal for travelers approaching from the northern parts of Klang Valley

Public transportation options:

• RapidKL LRT and MRT: Extensive rail network covering key urban areas
• Kuala Lumpur Monorail: Connecting Bukit Bintang, KL Sentral, and other hotspots
• KLIA Express: High-speed train linking KL Sentral with Kuala Lumpur International Airport

Using these transit options will help avoid delays caused by roadblocks and restricted access.

Commercial Vehicle Restrictions

During the summit, commercial vehicles will be prohibited from entering Kuala Lumpur’s city center during peak hours (6:30 AM–7:30 AM and 4:30 PM–7:30 PM) to ease congestion and enhance security for summit delegates.

Dry Run and Enforcement Details

A dry run for the summit’s traffic and security operations will take place on May 21 and 22, allowing authorities to test road closures and convoy routes. A substantial deployment of 789 traffic police personnel will be in place throughout the summit week to ensure smooth traffic flow, enforce road closures, and provide assistance to motorists.
